apparently the way to get comcast to actually call you back and schedule an appointment is to reiterate your point and woes with their "fixing" of your broken internet and tell them, "If the technician isn't at my apartment by tomorrow at 1pm We will cancel our comcast service and go to the next competitor."

they called back within 5 minutes and scheduled for tomorrow between 10 and noon.
